Registrant applicants - new .ca domain name requests


36.      What is a Registrant Applicant?

Registrant Applicant is a party interested in registering a .ca Domain Name, or a party who has already applied for, but not yet been granted or refused, a .ca Domain Name.

37.      When can Registrant Applicants start registering new .ca Domain Names through the services of CIRA-certified Registrars?

Registrant Applicants will be able to register new .ca Domain Names through the services of CIRA-certified Registrars following the Operational Transfer Date, on or about November 1,2000. A list of CIRA-certified Registrars is available at www.cira.ca/cira/public.

38.      Where should applications for new .ca Domain Name registrations be directed during the Pre-transfer Registration Period?

New applications for the registration of .ca Domain Names will continue to be accepted by UBC (www.cdnnet.ca) until the Operational Transfer Date (OTD).  If the request is approved prior to the operational transfer of the Registry to CIRA, the Registrant will also have to pre-register the Domain Name with CIRA through a CIRA-certified Registrar. A Registrant who currently employs the services of a Registrar who is not certified by CIRA should discuss this with its Registrar.

39.      When will CIRA start operating the new Registry?

CIRA will start operating the new Registry on the Operational Transfer Date, which is expected to be on or about November 1,2000. At this time, CIRA will start registering new .ca Domain Names in the new Registry, under the new rules, through the services of CIRA-certified Registrars.

40.      How do I register a new .ca Domain Name after the Operational Transfer Date?

Subsequent to the Operational Transfer Date, when the new rules come into effect, parties interested in registering new .ca Domain Names must apply through the services of a CIRA-certified Registrar (list will be available at www.cira.ca).

41.      How can I determine if a name is available?

Effective on the Operational Transfer Date, CIRA will maintain a Web site where Applicants and Registrars can query the .ca database to determine if a specific Domain Name is available. This query service will be provided at no cost to the user. Before the Operational Transfer Date, a similar service is offered at www.cdnnet.ca.

42.      How do I register a new .ca Domain Name once the new rules are implemented?

The new rules will affect the process for registering Domain Names. Applicants will need to find a CIRA-certified Registrar and apply through it.

43.      Will .ca Registrants have portability of their Domain Name registrations between CIRA-certified Registrars?

Yes, Registrants will have portability of their Domain Name registrations.

Registrars are required to enter into an electronic agreement with each Registrant. Both parties must comply with the terms and conditions of that agreement during its term. However, no such agreement shall contain any terms that prevent a Registrant from changing Registrars at any time.

If a Registrant decides to change Registrars, both the benefit of the Registration Fees paid to CIRA by the first Registrar and the Domain Name registration are transferable. That is, the remainder of the registration period for which the Registration Fees have been paid will remain in force. If there is a change in Registrar, CIRA will charge the new Registrar a Registration Transfer Fee.

44.      How will Domain Name applications be approved?

CIRA will review each completed application for registration of a Domain Name made by a Registrar on behalf of a Registrant, and determine whether to accept or reject the application in accordance with CIRA’s rules and policies of the .ca Domain and sub-domains in force at the time of the receipt of the completed application. Applications will be processed on a first come, first served basis, in accordance with the Registration rules.
